Builder not fulfilled the terms and conditions

I entered a sale agreement and subsequent sale deed execution for my flat. The specifications for landscape, Carparking and for fire safety etc mentioned in sale agreement were not fulfilled by builder. The builder didn't issue Engineer completion certificate but occupancy certificate certified by local govt authority is supplied to perdue sale deed procedure. Association of residents of flat is functional. In view of this how do I get pending things done by builder. If it's not possible request your views and through some light on consumer complaint aspect.

You can approach consumer forum and file consumer complaint.

You can approach RERA and give complaint against the builder if he is not fulfilled the terms as per agreement
