File a suit for specific performance and/ or suit for possession from builder.

Registry is not a formality. It is taking possession that is a formality, once the conveyance of sale has been purchased. To my knowledge, there could be situations of possession without execution of conveyance deed, but law does not contemplate the situation of execution of sale deed without possession.
Please go through the conveyance deed. Perhaps, recitals therein could have taken care of the aspect of possession.
