Builder violating terms of lease deed

Hello Respected members,

My question pertains to the builders in Uttar Pradesh violating the terms of lease deed signed between the builder and the appropriate authority (GDA, NOIDA,GNIDA, et all). When a land is allotted to a builder by the government to build apartments, he is made to execute a lease deed and is supposed to pay a prescribed amount to the government. It is now a trend that the builders execute the lease deed, take the land from the government, construct homes and sell them making huge profits. They however donot make the payment to the government. This causes a great loss to the government (I am talking about thousand of crores). I intend to file a case against such builders. Can somebody tell me as to what all provisions of law are these builders flouting? Is there any enactment which talks about the powers of the state authorities against the defaulting builders? Can I invoke any constitutional right in the aforesaid circumstances?
