building bylaws violated by builder (Group housing)

Hi,

I am an allotte in a Group Housing scheme in Ghaziabad. As per the layout plans and site inspection builder has violated the building bylays (National Building Code). In specific he has constructed a shopping mall (3 storied) just in front of the residential building tower (24 storied) . The minimum 6 meters "means of access" rule has been violated. It can bee seen from the plan that there is no space for a fire brigade to reach this resedential tower.

I want someone who can guide me in this respect. I nned to prepare representation that i want to give to Ghaziabad development authority and other Govt bodies regarding this violation. Please tell me how i can go about this?
