Buyer not providing clarity for property registration

Hi All,

Please note that i entered into a sales agreement with a buyer to sell my house. The buyer insisted i vacate the tenants in three months time so that the registration can be complete without fail. I adhered to the terms and conditions to the buyer and vacated my tenants from the house and even confirmed the vacancy of the house through the broker to the buyer. The Buyer too acknowledged that the house was empty and paid an advance promising that the registration to be complete in a months time. Then my agony started; the buyer would state that the registration would be done in a week but at the said moment he would say he is out of station or would not pick up the call. I had to endure his alibies for two years and ended up humiliated by his false promises and even lost out on rent for the two years. I'm not sure what to do as the broker confided that even if i return the advance i feel he may not issue a release on the property for sale or any other use.  Please advice.
