Can a legatee be  attesting witness in WILL. Please specify case law

Yes, subject to High Court Rules under Section 122 C.P.C. For similar case regarding legatee as actively involve in a will of the testatpr you may refer to H.H.Maharaja Bhanu Prakash Singh Vs Tika Yogendra Charndra 1989 -(SUI)-SCC-0016.
