CC and OC of Apartment not issues

Hi All,

I have purchased the apartment 3 years back from builder. That builder is no more in busiess. I purchased the flat taking a home loan from Ing Vysya. The bank did all the legal verification and  sanctioned the loan.

I belived that since the back as sactioned the loan oit has verified all the required document, but it seems that CC and OC are not issued to the builder.

I want to resale my property because of my financial need, the  party who is interested to buy the property is asking for OC and CC.

1. Is it possibl to sell it without CC and OC?

2. Can I take any leagal action against Bank and builder?

I am in desperate need of your help.
