Charges for open car parking

I have booked a Type-2 flat at Rail Vihar Sonipat which is a project initiated by Indian Railway Welfare Organisation in the year 2007. They have revised the cost of Open Car Parking from Rs.20,000 to Rs.60,000 in the year 2013. The project is under completion till date. In view of the Supreme Court's ruling on Open Car Parking in 2010, can I challenge the price of Open Car Paking demanded by IRWO?

Please someone help me.

1. If such increase has not been ratified by the residents associatiion in a general body meeeting then the elected executives cannot themseles raise such charges. call for a general body meetings by presenting written note to the secretray singed by majority of the residents. This is how you will be able to challenge such issue.
