Civil case we

We have filled the case against builder in 1987, and we have many hearings since than and all or most of judgements in favor of us. We got court decree in 2012 against SIX SHOPS and since than those are in our possession but useless we can't do anything in those shop's. Now we are waiting for FIRST APPEAL which was said by Judge in around 2004. But our case is sitting in cold storage, haven't had heard anything from court yet. In high Court website it's saying BHATTA NOT PAID, we don't have an idea what is that mean. We need help and if you can give us any suggestions about how to proceed our case.
