Colour of Inka

There is no restriction on using,however it is the ethics not to use colour ink!

Is the use of green ink for signing restricted to government officers only? If not what ethics you mean that an advocate cannot use the ink. When the advocates are grouped as court officers in all respects why we cannot use the ink? I hope I am clear in the matter.
