Complaint against htc

I was gifted a HTC one X phone from Singapore. The phone has an international warranty. The phone when used for 3 months gave me a display problem (a particular portion of the screen is burnt). I contacted the HTC service and they serviced the phone free of charge.Again after three months the same display problem occured at the same spot of the screen. Realising that is not just a display problem as the phone also gets heated up, I asked for a replacement of the phone, which HTC refused. I am worried if the same problem would again repeat after the warranty peorid.

HTC policy claims that replacement can be done if the problem is reported within 11 days from usuage. 

Can I file a consumer case in chennai ( As I live in chennai) though the phone was bought in Singapore??

Please help.

yes mobile is replaced within 11 days of usage. if company cannot repair then they have to replace mobile in warranty period. mobile is replaced by company only when it cannot be repaired. request them for DOA letter.
