CJI is reported to have said that property of guilty should be confiscated. Who is guilty is the question? Is it when courts convict him? I looked up certain dictionaries. What I found is this:
Guilty:
Justly chargeable with or responsible for a usually grave breach of conduct or a crime
Blameworthy, responsible; wicked, criminal; involving, indicating, burdened with, or relating to guilt
Having committed an offence, crime, violation, or wrong, esp. against moral or penal law; justly subject to a certain accusation or penalty; culpable.
Why should a person be termed guilty when only courts convict him? Why should a person not be termed guilty if he does not perform his duty enjoined upon him be he a government servant or a judicial officer and is causing harm to the society at large?
