Construction on fertile agricultural lands

Hi,

Do we have any law which says that the fertile agricultural land should not be used for construction of houses.

The construction of house on the fertile agricultural land in my village in Uttrakhand is causing great problem to the adjacent fields and leading to huge reduction in the yield...

1.  Permission to build one self-residence house on Agricultural Land is granted by the Gram Panchyat.  Hence literally nothing can be done.

2.  However, one can make representations before the district collector, if there is rampant construction activity on fertile agricultural land, who may order an enquiry.
