The RTI Act is applicable only to public authorities as defined under sec 2 (h) of the RTI Act which says:

"public authority" means any authority or body or institution of self-government established or constituted,—

(a)  by or under the Constitution;

(b)  by any other law made by Parliament;

(c)  by any other law made by State Legislature;

(d)  by   notification   issued   or   order   made   by   the   appropriate Government, and includes any—

(i) body owned, controlled or substantially financed;

(ii) non-Government organisation substantially financed, directly or indirectly by funds provided by the State Government;

Hence, it is not applicable to Pvt Ltd companies.

I concur with Hemant, and his posting has correctly stated the position of RTI. Private firms are not exempted under Right to Information Act  if these companies reported to a regulator or a Government department and they will be within the purview of the Law.

RTI PIO fined by CIC for Delay

A classic "Decision" of the "CENTRAL INFORMATION COMMISSION",  imposing fine for "deliberate delay in providing information"  on an officer of Municipal Corporation of Delhi (MCD), for derelection of duty by a PIO.

This decision  SHOULD be quoted on all 2nd appeal to the CIC and the SIC,  when the PIO fails to provide information (whether incomplete or false or part or whatever) to the RTI applicant.

The complete CIC judgement is reproduced below, for convience, at the following link :

No, RTI is meant for transparency in the working of the public office and actions of the public bodies and personnel.
