I only know that this complaint committee came into existence through the classic pronouncement of the Supreme Court in Vishakha vs. State of Rajasthan [1997(7) SCC.323].

As advised by Adv.Assumi, the Supreme Court Guidelines has to be followed until the the Bill "Protection of women employees from s*xual harassment" is passed. As per these guidelines, the Internal Committee should have a senior women manager as the Chaiperson and another independant woman member - preferably conversant with the subject. The Committee should have its is own procedure for investigation and prosecution. A dedicated contact by e-mail would be preferred. The key guidelines of the SC and the consitution of the committee may be displayed in the Notice Board. If the industry has the code of conduct/standing order, these process can be made an integral part of the same.

you did not intimate whether the employer is govt or not.
