standing order and employment manuals

What is difference between 'Standing Orders'  of the company and 'Employment manuals-policies' ?

Standing Order is applicable for industrial establishments employing wokmen- The Model Standing Orders for industrial establishments will be as per the Model provided by the Industrial Establishments (Standing Orders) Act, applicable for the particular State where the establishment is situate. Alternatively an IE can have its own standing orders, which has be certified by the labour authoirties after an elaborate process of consultation/compliance.

Employment Manual is a administrative policy/code, for employees who does not fall under the workman category. Such manual policy has to be formulated by the employer and circulated/agreed by the employees.\

standing order is a legal format where as employment manual is only a guideline which has no legal sanction

standing order previls over the employment manual, if any difference between standing order and employment manuals standing order is final.

This makes clear for industrial establishments. How then establishments covered under Shop Act (eg corporate offices, software companies etc) are regulated in terms of standing orders? Also i have heard that in some states like Maharashtra,  even establishments covered under shop act must have their standing orders as per Standing order act ? Is it true ?.

if yes, then why many corporate offices have 'employment handbooks' instead of Standing Orders?
