Change of ownership of house from single to joint

We are living in a house in Panchkula owned by my father-in-law.  Now my mother-in-law want to have it in joint ownership. Can anybody tell me whats the procedure. This house is of either HUDA or Housing Board. I am not sure of this.. Please tell me the procedure

YOUR FATHER-IN-LAW SALE OR GIFT SOME SHARE (1/2 OR 1/3 ) TO YOUR MOTHER-IN-LAW FROM THIS PROPERTY AND THEN REGISTRASTION SAID SALE DEED OR GIFT DEED AT REGISTRAR OFFICE AND PAY ACTUAL STAMP DUTY AND REGISTRATION FEE  APPLICABLE IN YOUR STATE AND THEN YOUR MOTHER-IN-LAW NAME ENTER IN ALL RECORDS FOR JOINT-OWNER ON THIS PROPERTY..

AND AFTER THIS REGISTRATION,

IN THE BASIS OF THIS REGISTRATION, YOUR MOM-IN-LAW WILL APPLY FOR MUTATION IN HER NAME AS PER THIS GIFT DEED.
