I think yes to both.
Both advocate signature and both parties signature are needed to withdraw petition to ensure that no fraud is being played. Then judge write order like petition withdrawn in open court due to so and so reason. Matter close.
I have seen this kind of withdrawl procedure in family courts of my city.
