Opening of sealed cover

In DPC of 2001 (conducted in 2002), my candidature was kept in a sealed cover since I didn’t have vigilance clearance. However as confirmed, I was considered “Fit for promotion” in that DPC.

Later on I was served with a Charge Sheet & have been imposed a penalty of “Withholding one increment without cumulative effect" which was further commuted to “Censure”.

In DPC of 2002 which was conducted on 2003, I was again not considered for promotion on the ground that since the DPC was for the year 2002 & I was served with Charge Sheet on that period.

May kindly guide that if it be possible to  open the sealed cover & get  promotion for the DPC of 2001.

What will be the Modus operandi for accomplishing the same?

if the DPC has taken place prior to the penalty order (though later convered to censure) the sealed cover will not be opened but you have right to be considered on any next vacancy thereafter.
