Recruitment I'm govt sector without advertisement

Sir in Punjab state there is one state consumer disputes redressal commission and 20 district consumer forums. there is no public advertisement regarding recruitment of staff since it's inception and reservation policy is also not adopted . all persons have been appointed from own choice and from blood relations . how these recruitments can be setaside the recruitment is made without advertisement in newspaper. what should I do. can I approach to high court regarding this
