Non creamy layer certificate for immigrants from another state

My family belongs to Tamil Nadu and my caste is BC and it is listed in central OBC caste list. But my family has been living in Madhya Pradesh for last 21 years. I want a non creamy layer certificate for my caste. How can I get it done from the MP govt?

Sir, all cases related to this cast certificate issued by the facility centre of district or district megistrate office. if they are unable to do same then you can be filed a case in this regrad as case may be.

So can MP govt issue non creamy layer OBC certificate in this case?

My caste is listed in central list of OBCs, so why I can't get NCL OBC certificate from any state in India. This is very much disadvantageous, because I have no relatives in Tamil Nadu.

And yes, my caste is not listed in MP caste list. But isn't it the duty of any state govt to make NCL OBC certificate of any migrant whose caste is listed in central list of OBC?
