The posting inchoate. Please elaborate as to what has been judiciary classes. 

Laws which fix duties, establish rights and responsibilities among & for persons natural or otherwise are “Substantive laws”, while those which merely prescribe the manner in which such rights & responsibilities may be exercised & enforced in a Court are ‘Procedural Laws

Cr PC is  procedural  law

It is both.  While dealing with procedural law, it also deals with substantive laaqw, ex sectin 125 to 128 Cr.P.C.  etc.  There are other provisions which deal with substantive law.  It is self contained eancment, having procedures and also substaintive laws.
