Poa for bank locker operation by nri

Sir, my sister is working in Qatar. Due to the prevailing Covid 19 situation she is not in a position to travel to India... But she need to open the locker on an emergency basisas it contain some important documents... So she is trying to execute a PoA in the name of mother... Bank authorities informed her that the PoA to get effective needs to be signed by the authorities of Indian Embassy and needs to be adjudicated by the collector of the respective district... But due to the current situation she is not able to get the attestation from Indian Embassy as she is not able to proceed with their online registration procedure due to their server error.... If there is any solution to do the same please guide me at the earliest.... It s an emergency
