Proceed legally through a local dependable Lawyer, provided you have proof of lending the money like a Pronote etc.
Not paying a loan is not a fraud. It's a civil case.

1. "IF" you have received THREATS, You can file a Police FIR, requesting investigation and charge-sheet, for various offences like Threatening, Cheating, Intimidation, Fraud, Breach of Trust, Mischief etc.... against the person, supported with all relevant supporting Documents, Evidences & Witnesses.
2. IF the Police does not take action, THEN you can file private criminal case u/s 156(3) Cr.P.C., in the local Magistrates court, seeking directions to the Police to investigate and file charge sheet. The said Person may come down for settlement.

Hello,
If you are sending reminders then no problem but you cannot threaten. You have to take legal action for the recovery of money. Issue him legal notice and file a recovery suit in civil court.
