I wanted to ask 2 queries
1) Nagarpalika has sealed the welding workshop without any notice. are they authorised to do so? (the reason is not related to any taxes or dues)
2) in the same case nagarpalika communicated to MSEB and directed it to cut the electricity supply of said workshop. In this instance whether Nagarpalika can instruct MSEB to do so? and if yes, whether MSEB is bound to comply with the direction given by Nagarpalika.

Without any reason, Nagarpalika never sealed a shop. Nagarpalika may write a letter to MSEB.
