No need to take another divorce in India. The divorce decree obtained in the US is sufficient.

but the name on the passport is her former husband's name.
the u.s authorities refuse to change it.

Passport is issued in India or US? If issued in India then the same needs to be done in India..Detailed procedure will be available on the India passport website..
