Depends on what kind of harassment you are facing.
If it is s*xual harassment, you need to file an FIR in your local police station.You would generally need written proofs, eyewitness testimony and/or recorded audio conversations.
If it is a case of extortion, you would compulsorily need to file an FIR, as the offense is itself cognizable
If you are (constantly) receiving unsolicited text messages/calls from unknown numbers , that also also would come under harassment for which a complaint may be filed under the IT Act, IPC & TRAI Act.
If you are being harassed by police, you need to file a complaint before the Chief Judicial Magistrate within whose territory you reside in.However, it is wise to approach the harasser's superiors first.
There is no general rule for filing a case for harassment. It depends wholly on the kind of harassment you are facing & whether it is a cognizable/non-cognizable offense under the Cr PC.
If it is a general case of harassment, a report may be filed by the competent police officer on daily basis.
If it is a non-cognizable offense, cops may enter the substance of the offense in the station diary. However, for it to be compulsory, you need to file a private complaint with your area judicial magistrate first.
