Death registration denial- what to do now?

My father died in 6/26/1975 in one of the Refugee Camp in Uttarakhand. Fortunately, the Camp Office still has Register/Record of the fact that he died on that particular date. It also has entire family record/history (including residence quarter, ration withdrawing etc.)  As per our application, the Camp Office has already given us photocopy of the register-book pages- which is attested and forwarded by District Magistrate Office.

When we are approaching Nagar Palika Office (the Camp is under Municipal  Corporation) for Registering  this death, they are asking for further written statement from Camp Office (in addition to the photocopy). But when we are going back to Camp Office for it, they are just refusing to do it without any explanation/reason.

On the other hand, when we are approaching the SDM Office for a permission, SDM is simply sending it back to Tehsil Office.

We are thoroughly confused with this matter. If anyone can guide us about what will be the best and effective way to do this, I will really appreciate it.

1.    Hire via reference a local Advocate.

2.    Via him file a Writ in State’s HC and Hon’ble HC will give direction to concerned Authorities to provide death papers of the deceased to heirs as per mention in Writ’s prayer.

Issue legal notice to the concerned authorities seeking the relief you are in need of and if you still feel that no satisfactory action is forthcoming then initiate legal action as per law.
