Debarment was for a specific period thereafter it becomes ineffective and inoperative.

To my knowledge, it applies to that particular institution and course alone. There are many such cases candidates joined in some other courses as the qualification certificates is with them. But, in the application, if there is a clause for disclosing such facts in the application, then it becomes a violation.
