At least I am not aware of any law that lays down that salalry of last month(s) should be paid if employee is serving notice period, in FnF settlement after say.........................days.
The pay day is fixed.
Teh FnF wages/payouts should be paid on LWD (more so in case noticed period is tendered and employer has sufficient time to put its house in order and complete exit formalities...............................and in case of termination by employer)

Try by asking (in writing under proepr acknowledgment) to pay say 80% of your FnF dues so that you can manage your expenses and don't finacial hardships.
Don't remain entangled with HR person only and aproach good offices of appointing authority,MD etc ..............
Remain gentle and amiable in office.
