Disability certificate and Motor vehicle Act

In order to get the benefit of Social welfare Schemes under The Persons with disability Act, a disability Certificate is required from the State Medical Board as provided under The persons with disabilities Rules. Now if a person is permanently  disabled in a motor accident, should such permanent disability be certified by a state or District Medical  Board, even though the doctor of a Government Hospital who attended to the patient clearly deposed before the Tribunal that the injury out of the accident has rendered the patient permanently disabled for life which is a spinal injury? is there any provisions in the Motor vehicle Act which speaks about certificarion of a medical Board in every injury in Motor Vehicle accident?
