whetheer the doctrine of pre-emption is applicable or available to the tenant in a residential building?

YES .  IT WILL APPLY .  MOREOVER IN PUNJAB AND HARIYANA  THERE IS AN ACT The Punjab Pre-emption Act, 1913.  SO KINDLY CHECK WITH THE SAME.
