Employee performance rating

Dear All,

 

I worked for a Private MNC couple of years back.  Every year the employer provides something known as performance rating, and when the employee leaves the company, they will mark the rehire status for that employee in the HR database. If the employee is marked not to be hired again, in that case, if the employee tries to join back the company on a future date, he/she will not be hired back.

I recently wrote to the HR asking for my last performance rating and rehire eligibility status. The HR is stating that it is company policy and it cannot be revealed to ex employees.

Can I file an RTI request for the same ? Question is whether law of the land has higher authority or law of a company ?
