YES. Landlord can enhance the rent and if tenent is not ready you can move application in the court 0of D.M. for enhancement as per market value.

But i suppose the provisions in the act for power of DM to enhance the rent has been set aside by various judgements of The Allahabad High Court lastly by Honble Justise Rakesh Tiwari. Now there is no body empowered to do so under the act.
