SIR 

     MY FRIEND WORKING IN TAMIL NADU MEDICAL SERVICES HAD TAKEN EXTRA ORDINARY LEAVE WITHOUT MEDICAL CERTIFICATE AFTER COMPLETION OF SERVICE . SHALL THIS LEAVE PERIOD BE REGULARISED AS OTHER KIND OF ELIGIBLE LEAVE AFTER RETROSPECTIVE DECLARATION OF COMPLETION OF PROBATION AT THE COMPLETION OF 2 YEARS OF SERVICE.

EOL, with or without MC, if sanctioned constitutes a regular leave. It is only that it may not count for certain purposes. The Leave rules provide for applying for leave already sanctioned to be commuted into another type of leave, if so eligible but within the time period specified.
