EWS voting rights in RWA elections

Hello to all, We are residents of a group housing society in Faridabad. There are 396 flats and 80 EWS units. During RWA elections held in December, 2015, the builder used EWS votes to get his people win the election. The occupancy level of the society is less and builder brought the EWS allottees during the voting, and the whole dynamics changed. We were told that the EWS votes also carry same weightage as normal flat owner. Means each RWA member has one vote. Most of the EWS allottees are somehow linked to the builder. Class IV employee in his or his associates employment. Our question is - 1. Due to the number of members being less than 1000, collegium is not applicable. Without collegium, do EWS votes carry same weightage as ordinary resident? 2. How much time is allowed to challenge the RWA elections at various levels. We mean to ask how many days at registrar level, then further how many days at civil court etc. Purpose of asking is that if it is possible for us to challenge the elections after almost 7 months on above ground and a few other anomalies.
