Warrant will be issued. If you get caught you go jail, do some time.  If you dont get cot, they issue NBW, now if you get cot, you go inside for long long long time.  Thats all. :-))

If you have cleared all the arrears then where is the balance to be paid again except for the recurring amount becoming due every month?

You cannot escape paying the monthly maintenance every month.
