Fake caste certificate

A person who is a retired air force driver has faked his caste certificate from general to Sc and availed all kind of govt benefits is it legally valid to change his caste if not to whom should I complaint and what actions will be taken on him

If he had availed undue benefits by misusing the fake caste certificate then the authorities concerned may be notified about this fraudulent act.

When was he retired?  If his retirement period is over 4 years no action can be taken against him.
