Flat ownership to daughter after intestate death of mother

Female Flat owner who died intestate, husband and daughter are claiming to be only legal heirs. Husband stays in different state and is ready to give daughter complete ownership of flat.

Daughter wants to put the flat on rental basis after getting complete ownership.

What process should society follow for providing daughter complete ownership of the flat?

Should there be any notarized NOC consent required from father since he is not ready to come personally for transfer matters.

Flat is in mumbai and family is hindu.

We have queried registration office and Society federation but received different replies so are confused.

I think You have to take heir -ship certificate from the court for transfer.

If society wants,as per there rules and bye laws, they can transfer the said flat on her name by transfer the share certificate on the basis of notarised documents, but it depends on the bye laws of society.
