I wanted to know whether employees who are not Indian Citizens, but working in an Indian Factory, situated in India, would be covered by Indian Labour Laws or not?

There are no exclusions visavis citizens in the definition of workmen under the labour laws hence all workmen working in the co are covered by labour laws irrespective of their citizenship.
