Forest land and rights of tribal

CHALSA a village in Jalpaigury district inhabited by tribals....Rumor goes it has been declared as forest land and adivasis stying here can reside peacefully. Intruders non tribals has to leave the place. Is the guess correct? Long before the act was passed a helipad was constructed. It is not being used now. A tribal person wanted to construct a pucca building near the helipad . PWD has sent a mail objecting to this construction. as it will hamper helicopter landing. My question is do PWD has a right to object when forest ranger is keeping quiet.
