Formation of works committee

I am being asked to form a Works committee in the factory.  I know basics about the formation of works committee but does not have practical knowledge about it. Though, I will  be visiting the Thane Dy commissioner office shortly with regard to the same, can anyone having the Works committee functional  in their company please advise steps involved. Also, can anyone suggest a consultant  in Mumbai/Thane who will help me with the same , please.
