Guarantors liability

My client has taken loan from aco-operative bank and for some reasons his Loan Account turn into N.P.A. now bank is taking action against under section 101 of Maharashtra Co-operative Societies Act. Now what is the procedure and time limit after filling with the Registrar of MCS by the Bank. 

one guarantor who stands as a Guarantor had availed loan from the same bank and paid the loan fully. Now bank is not giving property papers of the Guarantor as he  stands Guarantor to my clients loan. Can bank refuse to give papers of the Guarantor whose loan has been fully paid .
