You need to obtain a protective order (P.O) from the court. As you are the blood relative, you can apply for P.O in court for your mother and sister.

Who Can Get A Protective Order?
Anyone who has been physically, s*xually, or emotionally abused by anyone including a spouse, former spouse, or partner.
