If a NRI(Canadian Citizen) has purchased agricultural land in India(Punjab) when FERA was applicable in the year 1997,then what consequences or penalty would be charged now for the same??Will that land be confiscated by the govt or any criminal action will be taken against him?

Also if a person buys that agricultural land from that  NRI,then what consequences can happen to buyer?Under what law/section the corresponding actions will be taken?
