Highlight on rights of power of attorney owner in flats

i am from Hyderabad. we live in a gated community of 100 flats. Temprory Adhoc committe appointed y builder is

managing the Association over the past 2 years.Byelaws are yet to be framed and no elections conducted.The present body is disallowing the residents from even attending the meetings in the guise that only first registered owner is entitled. Power of Attorney owners also not permitted to take pRT IN MEETINGS/VOTING by the Adhoc body-Discriminating the members to get favorable votes-even for byelaw passing. pleae suggest A solution to overcome this.They are quoting the Rule of 1987 AP builders on Association formng.CaN YOU THROW SOME LIGHT ON HOW TO GET RID OF THIS?
