House map approving authority

I've land of 1800sqft in KalpCity township Bijnore Road Behind Amausi Airport Lucknow under rule 143, I want to get house map approved from the relevant authority before starting the construction. My Builder says as the land is residential no need for map approval from any authority LDA/NagarNigam/ZilaPanchayat but I want to get approval done. Which authority I should approach now?
