How does an nri file an application in cat, delhi?

Hello members,

My friend is an NRI. He is currently in Europe and wants to file an application before Central Administrative Tribunal, New Delhi. The matter comes under the jurisdiction of the Tribunal. How can he file the application without coming to New Delhi?

Correction: He is not an NRI but is not in India at the present. Please guide me as to how does one file an application before CAT, New Delhi.

He can give power of attorney to his lawyer to represent him in CAT . In his affidavit to be signed in Indian Embassy he should mention why he is out of country and for how long

He can draft the application in a prescribed fromat of CAT and submit it by post for scruitiny.  Later on he can check it with Tribunal and come and represent his case himself on allotted date.
