How to prevent stay order against execution petition

If complainant files execution petition in district forum , chances are high losing opposite party will go for stay order in state commission.. What are the remedies to stop court from granting him stay order against execution? Can complainant file a caveat in advance so that he can be present in state commission during hearing day of stay order and give his objections so that OP can not escape the penalty or compensation he is ordered to give.?? Pls give me suitable ideas.
