I need help about an employee who is absconding

Can  a rtie petition be filed against private perosn ? He has not indicated misdeed of ny public authroity

In case your allegations are correct and you publish photo in newspaper there can be no contempt against you. But even a single false expression in said notice will attaract civil as well as criminal repercussions.
